We believe that the tendency in fire underwriting is always to lower premiums, not that the underwriter desires to lower his rates, but that he is compelled to it by force of circumstances. In something like a quarter of a century we have never seen rates in fire insurance sustained when companies were making money. Already we hear rumblings of coming trouble, just because we have had three years of extremely small losses. We have been told by underwriters within three months that the days of big losses have gone by, that our building laws are beginning to tell, etc. Let us have rates as low as possible, but let us not deceive ourselves in the belief that the experiences of 1893 will never come to us again, and above all let us not suppose that an increase from 1.08 per cent, to 1.09 per cent., measures the underwriting differences of 1893 and 1895. The authority of the Reliance Marine of Liverpool to do business in Massachusetts was revoked last Wednesday by the insurance department, which, upon examination of the company's statement, found its capital to be impaired by about $7,800. The United States capital of the Reliance is $300,000, $275,000 of which is deposited in New York and $25,000 in Massachusetts.
